SaLUT performed Due Diligence Assessments in 162 locations in South America, Africa, and Asia for the Department of State (DOS) to identify any existing or potential liabilities to the US Government. On three consecutive IDIQ contracts, SaLUT conducted in-depth historical investigations followed by on-site reconnaissance to identify the presence of recognized environmental conditions. The properties were evaluated on past and present uses and the likelihood that those uses could be potential sources of on-site contamination. The surrounding areas were also evaluated for possible migration of contaminates. SaLUT presented recommendations to remedy and/or alleviate the recognized environmental conditions. We were awarded the 2004 and 2010 Assistant Secretary's Award for Excellence for the quality of our support.
SaLUT coordinated the Bureau of Indian Affairs nationwide National Environmental Policy Act (NEPA) program. Our staff helped to ensure compliance with environmental, cultural (archaeological and historic) and related regulations for federal projects managed by the agency. The Office of Facilities, Management, and Construction (OFMC) frequently consulted us as experts on the many aspects of environmental regulations and resolution of issues.
SaLUT provided the environmental services for the site location, construction and operation of four new ready mix concrete plants, two in Maryland, one at Washington Dulles International Airport and one in Corbalis, Virginia for Metro Redi Mix including:
• Phase I and Phase II Environmental Site Assessments
(Middle River & Annapolis Road sites)
• Site Planning, design of stormwater management options and
erosion and sediment controls
• Permitting, site specific Spill Prevention, Control and
Countermeasure (SPCC) Plans, MDE/DEQ required
sampling/reporting, records keeping and training;
• Brownfields Application for the Annapolis Road Site
Since the 1990's SaLUT has been providing environmental services on an on-call basis at both at Ronald Reagan Washington National Airport and Dulles International Airport. Activities include storm water management investigations, environmental site investigations in support of on-going construction and expansion activities, wetlands assessments, and compliance support.
SaLUT performed the first phase of the remedial action at the St. Louis Airport Site under the Department of Energy Formerly Utilized Sites Remedial Action Program (FUSRAP). In the 1940s, the site had been used by the Manhattan Engineer District to store residue from uranium ore processing in the St. Louis area. This project was performed as a turnkey operation. SaLUT's responsibilities included detailed design to meet the performance specifications, health and safety planning, excavation, transportation and disposal of contaminated material, liner construction and quality control, and site restoration. SaLUT designed sediment and erosion controls and developed an emergency plan to prevent off-site contamination during construction.
Since 1996, SaLUT has performed more than 250 Phase I and II Environmental Site Assessments (ESAs) in Maryland, Virginia, and the District of Columbia for SunTrust Bank and its predecessors, Crestar Bank and Citizens Bank of Maryland. These services are provided for new loans as well as re-financing agreements that SunTrust writes with its clients. All Phase I ESAs are conducted in accordance with SunTrust's special requirements for ESAs that include historical research, environmental database research, interviews with past and present owners/tenants, titles searches and site inspections. These requirements are based upon, but are stricter than, the ASTM (Standard E 1527) Phase I ESA requirements.
Designed and executed a groundwater sampling program to evaluate the effects of seasonal water table fluctuations on groundwater quality, to ensure that volatile organics and petroleum hydrocarbons from leaking underground storage tanks did not reach the groundwater.
Performed project planning, field data acquisition/sample analysis, data evaluation, design, and preparation of plans and specifications for soil and groundwater remediation of this NPL site. Groundwater and soil on this site were contaminated with tetrachloroethylene (PCE).
SaLUT performed remediation and removal at more than 100 residential sites in the town of Libby, Montana. Contaminated materials were removed from both the exteriors and interiors of houses. SaLUT also operated the disposal cell at the Lincoln County Landfill.
