Mr. Perera is a Professional Engineer in Maryland and Virginia with over 21 years of professional experience. He holds a Master's degree in Civil Engineering from West Virginia University and a Bachelor's degree in Civil Engineering from the University of Nottingham. His technical expertise is primarily in Transportation (especially Pavements), Geotechnical Engineering, and Horizontal Construction.
Mr. McAllister is an Environmental Scientist, with over 10 years technical and management experience
related to environmental sustainability, environmental health and safety and environmental
compliance. He holds a Bachelor’s degree in Natural Science. He also is certified in EPA AHERA,
HAZWOPER 40 - Hazardous Materials Generation, Radiation Safety Officer, NICET Materials Testing (Asphalt, Soils,
Concrete), MDE Apprentice Well Driller, and National Drilling Association Subsurface Investigation
Qualification. He currently manages operations at Soil and Land Use Technology, Inc. as the Vice President.
David M. Heisler, Ph.D.
Director of Quality
Dr. Heisler has over 40 years of experience managing programs supporting the
Federal Government in Environmental Science, Industrial Hygiene, Information
Technology, Chemical Warfare Defense, Military Survivability and Operability, Quality
Assurance, and Archaeology. Since joining SaLUT in 1997, he has managed the
company's International Industrial Hygiene, Environmental Engineering, and Quality
Channa Bambaradeniya, Ph.D., CIH, CSP, CHMM, PMP, PWS, LEED GA
Certified Industrial Hygienist
Dr. Bambaradeniya is an Ecologist by training, with over 20 years of
technical and management experience related to the environmental sector. He has served as an International Environmental
Specialist and/or Team Leader for a wide range of international agencies. In the United States, he has managed long-term environmental Health, and
Safety projects for clients such as the National Institute of Standards and Technology (NIST) and the National Institutes of Health (NIH). He has written over 50 peer-reviewed publications and presented research presentations to over 20 international conferences.
Chaminda Indika Jayatilake, PE, CIH, CHMM
Mr. Jayatilake is an Environmental Engineer with
over ten years of technical and management experience related to Waste Water
Management and Environmental Health and Safety experience in various aspects of
Industrial Hygiene and Environmental Management for agencies such
as the DC Department of General Services (DGS), NAVFAC, National Institutes of Health (NIH) and the General Services Administration (GSA).
Mr. Mack has five years of Environmental Engineering and Industrial Hygiene
experience at SaLUT. Mr. Mack also oversees the Environmental Engineering and Industrial Hygiene programs for the DC
Department of General Services (DGS) in Washington, DC and multiple general
contractors in the DC, MD, and VA region. He works in collaboration with the
Department of Energy and Environment (DOEE) and DGS to implement a
robust Stormwater Management program for industrial facilities in the District of
Mr. Jawad has a Bachelor's degree in Civil Engineering and has been involved in
Geotechnical Engineering, construction material testing, and inspection
services since 2009. Mr. Jawad holds numerous certifications, including E.I.T. Certificate, WACEL (soil, foundation) Certificate, ACI Concrete
Certified – Grade I and Concrete Strength Testing Technician Certificate, and Lead-Based Paint Inspector and Risk Assessor in
inspector in Maryland, Virginia, and DC.
