Pradeep J. Perera, PE
President

Prad is a Professional Engineer in Maryland, Virginia and DC with over 35 years of professional experience. His technical expertise is primarily in geotechnical engineering, materials engineering, and in-situ testing. He holds a number of national awards for his program management.

Prad holds a Master’s Degree in Geotechnical Engineering from West Virginia University and a Bachelor’s Degree in Civil Engineering from the University of Nottingham.

Edward Dalton, PE
Sr. Vice President

Ed has more than 40 years of experience in Geotechnical Engineering, Construction Management and Construction Materials Testing. He has provided such services on several multi-billion-dollar projects including the Purple Line and Intercounty Connector in Maryland, dredged material disposal areas in Chesapeake Bay; grouting in Karst areas for Mass Transit projects. He manages and oversees all of SaLUT’s QA/CM, drilling, instrumentation, geotechnical engineering and claims projects.

Ed received his BSCE and his MSCE in Sol Mechanics from the University of Maryland, College Park, and is a Registered Professional Engineer in Maryland in Delaware.

David Heisler, PhD
Sr. Vice President

David has over 45 years of experience in project and program management and quality assurance. He manages SaLUT’s Federal Highway Administration and Department of State programs. He has directed staffs of up to 50 technical professionals. He conducts quality reviews of up to 500 technical reports annually.  He has 19 years of teaching and training experience, covering industrial hygiene, environmental engineering, health and safety, information technology, human resources, management, statistics, anthropology, and archaeology. 

David received his PhD and MA in Anthropology from the University of Missouri-Columbia, and his BA in Anthropology from the University of New Mexico.

Andy McAllister
Vice President

Andy has over 13 years of experience in geotechnical and environmental consulting, including subsurface exploration, industrial hygiene, environmental assessments, construction material testing, construction management, and safety. He oversees SaLUT’s environmental and occupational health and safety programs, providing oversight on all business operations. His role includes contract executions, negotiations, hiring, business development, and staff training. He provides primary review and technical support for all environmental site assessment and remediation projects.  

Andy received his BS in Natural Science from Daemen College.

William Wainger, PE
Vice President

Mr. Wainger has more than 40 years of engineering, permitting, construction and maintenance experience, including previously managing SaLUT’s geotechnical engineering program. His areas of engineering expertise include geotechnical, pavements, utilities, environmental, storm water management, remediation, and storage tank removal. He is expert in quality control.

Bill received his BS and MS in Civil Engineering from the University of Maryland, College Park. He is a registered professional engineer in Maryland, Virginia, and the District of Columbia

Imran M. Syed, PhD, PE
Vice President

Imran has 30 yeas experience in geotechnical engineering and pavement design for complex projects such as airfield and interstate highway pavements on expansive soils; tunnels in soft soils; surcharging and PVDs to improve soft soils, geotechnical instrumentation, forensic analysis. He also manages SaLUT’s Subsurface Utility Engineering Division.

Imran receives his MSCE and PhD from Texas A & M University and he is a Registered Professional Engineer in Maryland.

Amy Diamond
Sr. Environmental Scientist

Amy has more than 20 years of experience, Her areas of expertise include environmental consulting, Phase I ESA, industrial hygiene, and project management. She manages NEPA analysis,  asbestos, lead based paint, mold, PCB, and drinking water assessment projects.

Amy received her BS in Marine Science from Eckerd College.

Aung Banyar, PhD, PE
Sr. Geotechnical Engineer

Banyar has 20 years of experience in various aspects of Geotechnical Engineering, including design of earth dams; design of containment dikes for dredged material disposal; evaluation of drilled shafts in rock; slope stability and seepage analysis using finite element methods.

Banyar received his PhD in civil engineering from University of Tokyo and is a Registered Professional Engineer in Maryland and in Virginia.

Chungling LI, PhD, PE
Sr. Geotechnical Engineer

Chungling has more than 20 years of experience in geotechnical engineering especially in designing Mechanically Stabilized Walls (MSE Walls), conducting finite element analysis for tunnels and dikes, designing foundations for major buildings, pavement evaluations.

Chungling received his PhD from University of Texas and is a Registered Professional Engineer in Maryland.

Shannon Hudgins, PE
Sr. Geotechnical Engineer

Shannon has 15 years of experience in Geotechnical Engineering specially is design of various types of foundations (shallow and deep foundations) for buildings in different types of geologic settings (karst, residual soils, and Coastal Plain deposits); design of stormwater management structures, slope stability analysis, pavement evaluations.

Shannon received his BSCE from Morgan State university in Maryland and is a Registered Professional Engineer in Maryland.

Mark Applegate, CIH, CSP
Certified Industrial Hygienist

Mark has over 30 years of experience providing safety and environmental consulting, industrial hygiene and project management services for DoD, federal, state and industrial clients. Expertise with responsibility and authority to implement safety, occupational health and quality control at project sites.

Mark received his BS in Chemistry from Washington State University. He is a certified industrial hygienist and certified safety professional.

Robert Sheeler
Manager Subsurface Engineering

Robert has over 31 years of experience performing CI/ASCE 38-02 Quality Levels A-D Subsurface Utility Engineering (SUE) services for transportation, rail, air, government, and private design projects.His project experience includes performing public and private utility designating, survey grade utility mapping with utility metadata, traffic control, air excavation utility test holes, ground penetrating radar (GPR), and utility coordination services.

Robert has extensive SUE experience in the District of Columbia and the surrounding Mid Atlantic regions providing these associated services for more than 2,500,000 LF of Quality Level B of utility designating  and over 2000 Quality Level A Vacuum Excavation Test Holes.

Mark received his BS in Chemistry from Washington State University. He is a certified industrial hygienist and certified safety professional.

Dilan Mack, EIT
Operations Manager

Dilan has over 10 years of experience in occupational health and safety, environmental engineering, and geographic information systems. He directs storm water management, storage tank, industrial hygiene, and environmental data management projects.  providing safety and environmental consulting, industrial hygiene and project management services for DoD, federal, state and industrial clients. Expertise with responsibility and authority to implement safety, occupational health and quality control at project sites.

Dilan received his BS in Electrical Engineering from Capital College. He is an engineer-in-training.

Drilling Foreman

Mark is a Master Well Driller with more than 35 years of experience. He has expertise in various types of geotechnical related exploration techniques, including the use of solid flight as well as small and large diameter hollow stem augers and rotary wash and mud drilling techniques. He installs geotechnical instrumentation, including inclinometer casing, pneumatic and vibrating wire piezometers, settlement anchors and extensometers.
